Grand Jury: Cities Need To Tackle Problematic For-Profit Donation Boxes

SAN JOAQUIN COUNTY (CBS13) — For-profit businesses are installing donation boxes without permission and leaving them unmanned, a grand jury said on Tuesday.

The report found companies like USA Gain and Discover Books operate the bins from out of state and sell the donated material in other countries.

The civil grand jury recommends all seven cities in San Joaquin County create ordinances to regulate the bins.

In 2012, Gov. Jerry Brown vetoed an Assembly bill aimed at regulating the bins.
