Witnesses said the fire started in the parking lot, and firefighters said it then spread to the building.

Investigators said they are looking into whether illegal fireworks were to blame.

"I think people are quick to point it toward that right now," said Sacramento Fire Capt. Keith Wade. "There's been a lot of illegal fireworks going off in the sky over the last several days. We have been very busy giving out fines and citations to people participating in that activity."

"If that's what happened here, it's another warning to the public there are consequences when you use illegal fireworks," Wade added.

Sacramento Fire had to close 14th Avenue at Stockton Boulevard to 40th Street.

Just after 5 p.m., a large plume of smoke could be seen over the area. Shortly after 7 p.m., Sacramento Fire said the blaze was contained and mostly put out.
