The Steelers will manage the project and cover all project cost overruns.

Pittsburgh Mayor Bill Peduto said, "I am pleased that this project at Heinz Field is being completed without any public dollars, which are increasingly scarce."

The team will also add a $1 ticket surcharge starting in 2015.

Pittsburgh Steelers President Art Rooney II said, "the new Steelers rent payment will cover 100 percent of the annual debt obligation under the new SEA bond issue. Additionally, the Steelers will manage the project and cover all project cost overruns, if any occur. The team also has agreed to a new $1 ticket surcharge starting in 2015 to help fund new capital repairs for the future."

The Steelers hope with the new 3,000 seats, it will provide many waiting list fans to become the season ticket holders.

The team is also adding a new high-definition scoreboard.

Heinz Field now has 65,050 seats.
