WILKINSBURG (KDKA) --Police say 29-year-old D'Andre Garrett barricaded himself in his apartment at the William Penn Heights apartments in Wilkinsburg when officers came with a warrant for his arrest. The SWAT team was called and neighbors were surprised by the police with weapons inside the building.

"When I finally looked out my door and I'm seeing the police standing there with guns drawn and I'm saying what the hell is going on. He's like ma'am go back in your house," one neighbor said.

Garrett eventually surrendered peacefully. He was wanted for kidnapping and assaulting a man in South Fayette Township. Police tracked the car allegedly used in the crime back to the building. Neighbors say Garrett is not known for causing trouble.
