Police: Registered Sex Offender Arrested, Caught Naked In Window As School Buses Went By

UNIONTOWN (KDKA) -- A Fayette County man is behind bars after police say he was caught standing naked in front of one of the windows in his home, which is right next to a school bus stop for children.

The suspect, Richard Lee Harbaugh Jr., has a criminal history and is a Megan's Law violator.

"It started Wednesday," Lt. Tom Kolencik, of Uniontown Police, said. "We have a security officer that rides on our school buses and she had pointed out that she had noticed that a male in the window of a house appeared to be naked."

The 46-year-old suspect was allegedly seen standing naked multiple times in his Lincoln Street home in Uniontown, at a window in full view of a bus stop where many children stand.

Harbaugh allegedly exposed himself several times. Fed up with what they were seeing, one of the school bus drivers snapped a photo of Harbaugh while he was standing in the window.

"He snapped a picture, that got the investigation rolling, that was our key piece of evidence," said Lt. Kolencik.

When police asked Harbaugh why he was doing what he did, Lt. Kolencik said Harbaugh told them, "His statement was, 'You're allowed to walk around in your house naked.'"

Harbaugh is facing multiple counts, including indecent exposure.

He's being held in the Fayette County Jail on $150,000 straight cash bond.
