Police: Man Beat Kids, Chained Them To Desk, Vehicle Wheel

SHIPPENSBURG, Pa. (AP) - A Pennsylvania man has been jailed on charges he beat two children, and also tied and chained them to a desk and a vehicle wheel as punishment.

State police say 27-year-old Oscar Cover abused the children over the last two years before he was arrested Monday. He was arraigned early Tuesday on charges including endangering the welfare of children, simple assault and illegal weapons possession and jailed in Cumberland County until his preliminary hearing June 6.

Police say the Southampton Township man chained the children, 9 and 11, to the desk using a 10-foot chain and plastic zip ties. He allegedly also tied them to a heavy metal vehicle wheel and forced them to hold bricks as punishment, when he wasn't beating them, too.

Online court records don't list an attorney for Cover.
