Officers found drug paraphernalia in the home, including multiple stamp bags of heroin.

Police say the 10-month-old child is in stable condition.

"Ten months old, child hasn't even begun life yet," said neighbor Brian Counihan.

Boyer is facing numerous charges, including aggravated assault, endangering the welfare of children and drug possession charges.

An arrest warrant has been issued for Boyer. Police returned to the house Monday morning, demanding she come outside, but she wasn't home.

"Many times I see people out on the porch and running around," Counihan said. "Looks like massive confusion a lot. As I ride by, the thing that I get is it's a troubled residence."

"Utter shock that anybody would have a child in a situation -- that possibility for an overdose or a mishap with drugs. Just completely tragic," Counihan said.

Some neighbors said they've reported the home to CYS several times after realizing children could be involved. Police said no other children appeared to be at the home when the infant overdosed, but that's why emergency responders carry Narcan.

"There's a lot of departments in Allegheny County that also carry Narcan and paramedics as well as fire," said Allegheny County Police Lt. Venerando Costa. "We also carry Narcan. All of our officers have it and detectives have it with them as well. It helps save lives."

Anyone who has seen Boyer or knows where she is should call the at Allegheny County police tip line at 1-833-ALL-TIPS.
