"It's a busy road, very busy, and they do be speeding," said Darchelle Bradley who lives nearby.

The news of the incident isn't surprising to people who travel the road on a daily basis. In addition to speeding, they said drivers run stop signs and red lights.

"Texting while driving, videotaping themselves while driving, it's dangerous out there," added Sally Seymour. "They forgot the rules of the road."

On Thursday afternoon, county police announced they had arrested and charged 38-year-old Keontae Hamilton in connection with the crash.

They said detectives had located the damaged vehicle in Wilkinsburg and took Hamilton into custody.

He is now facing charges including failure to stop and render aid, and accidents involving personal death or injury.
