"Who knows what he could've done if he had gotten one of those two girls in the car: a 12-year-old little girl coming home from school and a 16-year-old girl coming home from school," said Upper Darby Police Superintendent Michael Chitwood. "Exposes himself, playing with his genitals. That's ridiculous, it's stupid."
Najera-Arita has been in the country illegally for seven years.
He's being held on $300,000 bail.
