PSPCA Investigates Shocking Case Of Animal Cruelty In Germantown

PHILADELPHIA (CBS) -- The Pennsylvania SPCA is investigating a report of animal cruelty in Philadelphia's Germantown neighborhood.

The PSPCA says a dead cat was discovered hanging from a chain link fence in the 1900 block of E. Washington Lane Tuesday morning.

The cat's owner told the PSPCA that he found his cat hanging from the fence in his rear yard around 11 a.m. and called the police. The owner also made a report to PSPCA's Anti-Cruelty Hotline.

PSPCA responded to the scene and officers are seeking tips from the community.

"We're trying to uncover what happened to this cat and who is responsible," PSPCA Director of Humane Law Enforcement George Bengal said. "Anyone with information on this incident should contact PSPCA."
