Police Arrest Convenience Store Flasher in Delaware

FELTON, Del., (CBS) – Delaware State Police say a man has been arrested for allegedly exposing himself inside a convenience store last month.

Investigators say Garland J. Citizen, 60, of Felton, has been charged with disorderly conduct and second-degree indecent exposure.

The incident on Dec. 9th around 11:38 a.m. at the Shore Stop on the 12000 block of South DuPont Highway in Felton.

Police say a man, later identified as Citizen, purchased coffee and a paper and walked over to a table and sat down.

According to police, an employee noticed the man standing up and exposing his genitals.

The man then left the store.

After surveillance photos were sent out by police, investigators received numerous tips which led to the arrest of Citizen at his home on Tuesday.

He was arraigned and later committed to James T. Vaughn Correctional Center on $2,000 secured bond.
