PHILADELPHIA (CBS) -- With the first-overall pick in the 2015 Rule 5 Draft, the Philadelphia Phillies selected outfielder Tyler Goeddel from the Tampa Bay Rays on Thursday.

In the second round of the draft, the Phillies selected left-handed pitcher Daniel Stumpf from the Kansas City Royals.

The Rule 5 Draft allows teams to select unprotected players with four to five years of pro experience from other cubs.

Goeddel, 23, hit .279 with 17 doubles, 10 triples, 12 home runs, 78 RBI's, and 28 stolen bases last season for the Rays' Double-A affiliate (Montgomery Biscuits). Goeddel committed just two errors all season long while playing all three outfield positions. He was ranked as the Rays' 19th best prospect before the 2015 season, according to Baseball America.

Stumpf, 24, was 5-4 with a 3.57 ERA in 42 games last season with the Royals' Double-A affiliate (Northwest Arkansas Naturals).
