PHILADELPHIA (CBS) -- A Philadelphia Parking Authority worker was killed this morning in a freak accident at the Parking Authority lot on Weccacoe Avenue, off Delaware Avenue.

According to investigators, a Parking Authority worker was backing up a tow truck and accidentally struck another Parking Authority employee about 6:50 a.m.

The employee who was hit, 60-year-old Jeff Bayers, was rushed to Thomas Jefferson University Hospital, but was later pronounced dead.

No charges were expected to be filed.

Parking Authority spokesman Marty O'Rourke says Bayers was a 13-year employee of the PPA; he worked as a "lot officer."  He leaves behind a wife and three children, two of whom are grown and one of whom is thirteen years old.

The accident remains under investigation.   O'Rourke declined to name the driver involved.
