Pennsylvania Budget Chaos Continues
HARRISBURG, Pa. (CBS) -- What started out as a week of promise that a resolution to Pennsylvania's months-long budget impasse ended Wednesday with finger-pointing, and Governor Tom Wolf announcing his own plan to borrow to address the state's budget gap.
The day began with a state hotel tax teed up in the House ready for a vote that never came for lack of support. Instead, backers of a tax on Marcellus Shale natural gas drillers tried force a shale bill out of committee and on to the House floor. One of those supporters is Republican Kate Harper of Montgomery County.

"It is well past time that we bring to the floor for a debate the issue of a severance tax," Harper said. "It's time!"
But that effort failed, too. Then Governor Wolf, saying he's tired of playing games – announced he will seek to raise more than a billion dollars by securitizing profits of the state liquor system.
Meanwhile, a spokesman says Wolf will veto a bill headed to his desk that would impose work requirements on Medicaid recipients.
