PHILADELPHIA (CBS) -- Police say DUI charges are pending for the driver of a Pontiac who crashed into another car driven by an off-duty police officer.

The crash happened at about 2 a.m. at 57th Street and Haverford Avenue in West Philadelphia.

Police say the driver of the Pontiac blew through a light at the intersection and hit an SUV that was being operated by an off-duty officer.

A neighbor who lives in the house at the corner of the intersection was startled awake when it happened.

"I was lying in the bed and heard a big crash. I ran to the window and saw these two cars in front of my house," said Joseph Carrington.

Carrington then said he saw four young men running from the crash.

"They had taken the tags off the car. The off-duty police officer, he got out, he was able to walk."

Carrington said he immediately called 911.

Police were able to apprehend two of the men, who were transported to the Hospital of the University of Pennsylvania.

Investigators said a third man showed up at the hospital and said he was involved in the accident.

Police are still looking for the fourth person in that car.

The off-duty officer was taken to the Hospital of the University of Pennsylvania for treatment of back and leg pain. Authorities say his injuries are not life-threatening.

The crash remains under investigation.
