Mayor Nutter, DC 47 Reach Contract Agreement

PHILADELPHIA (CBS) -- Philadelphia and its white-collar workers union reached a contract agreement that ends a five-year stalemate.
Mayor Michael Nutter and District Council 47 Chief Fred Wright signed the deal, an eight-year-accord, dating back to 2009 and ending in 2017.
"The overall 5 year plan cost of the agreement is an estimated $122 million which presents a substantial challenge for our budget but one we believe is warranted," Mayor Nutter said.
A different tone of negotiations Nutter said, since Wright was elected last year. Wright says his goal has been to get a deal done.
"Came to a fair contract that is fair for our members. And we will endorse it for ratification next week," Wright said.
In it, a nine-percent raise overall, including a $2,000 signing bonus. But, a two-tier pension for new employees and changes to overtime rules. As for furloughs, which has been a sticking point, an agreement on quote, "changes to civil service regulations on layoffs."
The city's blue collar workers, DC 33, is still without a deal.
