The Eagles will save about $1.48 million on their cap by releasing Smith.
Smith, 25, was the Eagles' 26th overall pick in 2014 and was immediately viewed as a reach.
In three seasons with Philadelphia, Smith has not started any games. In 37 games played, Smith has recorded just 4.0 sacks and 12 tackles.
Smith will go down as one of the all-time biggest Eagles busts.
The Eagles also released veteran offensive lineman Allen Barbre on Wednesday, saving them about $2.1 million on their cap.
