Delco DA: Cellphone Video Of Arrest Doesn't Show Excessive Force
CHESTER, Pa. (AP) — A district attorney says cellphone video shows police punching a man they were trying to arrest but not "excessive force" under the circumstances.
Forty-nine-year-old Walter Moat, of Chester, remains in the Delaware County Jail after his Sunday arrest on aggravated assault and other charges stemming from his arrest by Chester and Chester Township police.
A bystander recorded the arrest which shows officers punching Moats, speaking of using a Taser, and the sound of the stun gun being shot. Moats' family has criticized the police response.
What Delaware County District Attorney Jack Whelan says the video doesn't clearly show is that Moat had a stolen gun in his waistband and struck two officers.
Police pulled over Moat because he was driving the wrong way on a street near a reported burglary. He's not charged in the break-in.
