City Officials Offer New Proposals Aimed At Combating Littering

PHILADELPHIA (CBS) - A city councilwoman, along with the Nutter Administration, want Philadelphia to take a 'Disneyland approach' when it comes to litter.
Legend has it that Walt Disney calculated that people will drop trash on the ground if the receptacles are more than thirty steps apart, so he put trash bins at Disneyland closer.
"Because after thirty steps, research says citizens drop their trash," says Philadelphia Councilwoman Blondell Reynolds Brown.
Brown has introduced two bills about litter that adhere to Disney's theory. One requires any business that sells food must provide waste receptacles within ten feet of the entrance:
"If you have a business, then somewhere close by you should have a trash receptacle....period," she says.
The other measure would require landlords of apartment buildings with six or more units to have dumpsters so residents don't have to store their trash in their unit before the city's weekly collections.
Brown's measures will be debated in committee this spring.
