Advocates Warn Local Immigrants To Beware Of Notario Fraud

PHILADELPHIA (CBS) -- Immigration advocates are warning about a new tactic being used by con men who prey on people seeking citizenship.
You may remember President Obama's announcement, in June, that he'd take executive action to reform immigration.
"I'm beginning a new effort to fix as much of our immigrations system as I can on my own," Obama said.
Thousands of local immigrants seeking citizenship rejoiced. So, apparently, did the people that perpetrate what advocates call "notario fraud." They collect fees for supposed help with immigration, knowing the clients have little recourse when they don't deliver.
Jasmine Rivera of Juntos says it's an ongoing problem, but the promise of executive action gave them a new foothold.
"We're hearing that there are lawyers and notarios who are promising to start paperwork now for any future immigration reform or executive action," she says.
Rivera notes the President this month announced he'll delay any executive action until after the election, so anyone who says they can help now....
"That's fraud," Rivera warns.
Rivera says victims can report fraud, without fearing legal repercussions, by calling Juntos at 215-218-9079.
Juntos can also steer callers to legitimate help.
