Man arrested in fatal shooting of Brooklyn DOE employee

NEW YORK -- Police have arrested a man in a Brooklyn shooting that killed a Department of Education employee.

The incident happened on Tuesday in the Flatlands section of the borough, around the corner from a school.

Sources told CBS2 the victim was targeted.

Police arrested 19-year-old Javier Oates of Brooklyn. He is charged with murder, criminal possession of a weapon, and criminal use of a firearm.

As Alice Gainer reported Wednesday, students and staff saw more security on school grounds. Police stood outside the bodega on Avenue M, where 19-year-old Ethan Holder, who had just been shot, stumbled in.

Witnesses said they heard multiple gunshots.

Down the block is Public School 203, where Holder worked as a substitute paraprofessional.

He had just left the school when police say he was gunned down shortly before 3 p.m., allegedly by a man seen in surveillance video wearing a red hoodie, red sweatpants, red do-rag, and black coat with fur on the collar.

Security was stepped up at the school Wednesday, which helped ease the minds of some parents a bit.

"I noticed that this morning they have security guards came -- more safety for people, the kids," said parent Erica Martinez.

One grandmother said she was picking up her grandson shortly before the shooting.

"He was just walking going down the street and then started to run," she said.

"It was terrifying because it happened right next to my son's school," added parent Christine Delma.

Parents whose children attend the school said it's a bit unsettling to see the added police presence around the building.

The city's Department of Education says counselors are available at the school to work with students.

As for why police believe Holder was targeted, they haven't said.

Holder, himself, had no criminal record.

A neighbor who did not want to appear on camera said he was a nice person, always smiling.
