News of the unrest comes as the city reviews procedures at the correctional facility and lines up changes suggested by the federal government.

U.S. Attorney Prett Bharara recently issued a scathing report saying there is a deep seeded culture of violence by guards, especially against younger male inmates, and excessive use of solitary confinement.

Recently, a judge ruled that two correction officers now face suspension for beating up a handcuffed prisoner in solitary confinement in 2011.
