Noise Complaints Rising In New York City

NEW YORK (CBSNewYork) -- Noise complaints are on the rise in New York City.

1010 WINS' Roger Stern reported noise complaints were up 18 percent in the first three months of 2016 from one year ago, as police wrote 65 percent fewer tickets.

Police said writing noise complaint tickets is to an officer's discretion.
