Officers say he went missing around 2:30 p.m. near Seaview Avenue and Paerdegate Avenue.
Heavy rain and lightning created challenges for those frantically looking for him.
Witnesses told police Yosef was found hiding under a bush in Canarsie Park near the water and responded to his name being called by crying.
He was then carried out of the woods and placed into an ambulance.
