"We have to constantly find better ways to protect our children," he said.

Prosecutors said that Myls Dobson, 4, was starved and tortured to death while spending several weeks with his father's 27-year-old girlfriend.

In mid December, Dobson's father was locked up on bank fraud charges. In 2011, the boy's mother lost her parenting rights after accusations of neglect. Involvement from child services ended in 2012.

"I have asked our Deputy Mayor William Barrios-Paoli, and our new Administration for Children's Services Commissioner Gladys Carrion to lead an investigation so we can learn what could have been done differently, if anything," the mayor said.
