Judge Advises That 6 Rikers Island Guards Be Fired In Beating Of Inmate

NEW YORK (CBSNewYork/AP) -- In a decision released Monday, an administrative law judge proposed that six New York City jail guards be fired for the brutal 2012 beating of a handcuffed Rikers Island inmate.

Photos of the beating of Robert Hinton, in a now-shuttered solitary confinement dorm for mentally ill inmates, show his badly swollen and bloodied face.

In the disciplinary case, the Department of Correction said Hinton was beaten after being carried hogtied into a cell for refusing to be escorted. The department says that to justify the use of force, the guards fabricated a story that Hinton put one of them in a chokehold.

Union leader Norman Seabrook called the case unfortunate, but said correction officers are inadequately supervised.

The recommendation, released Monday, was made to city correction Commissioner Joseph Ponte, who will ultimately decide the guards' fate.
