Cuomo's Economic Aid Plan Draws Criticism From Some State Lawmakers

NEW YORK(CBSNewYork) -- Governor Cuomo's plan to pit seven upstate regions against each other in a competition for economic aid is drawing criticism from some lawmakers.

There is $1.5-billion at stake in what some have dubbed Cuomo's 'Hunger Games.'

Senate Republicans said regions shouldn't have to compete with each other for state help.

The Cuomo administration said it will spur innovation.
