"It's usually something that's rather difficult to prove, because we have to prove that there is a pattern," Kreizer said.

As WCBS 880's Jim Smith explained, a justice department report laid out the alleged patterns of constitutional violations that have been committed by Newark police over several years.

Kreizer believes the report could be very helpful.

"It should act almost as a road map to establishing more liability against the city of Newark in each and every civil rights case I have against it," he said.

Even with the new ammunition, Kreizer said that he has to prove every case. In the wake of the report, a federal monitor will be installed to oversee the police and a civilian review board will be created as the city attempts to reform the department.
