Biden said Vice President Mike Pence's recent chilly reception at a global security conference in Munich was an indication that "the United States cannot be counted on any longer" under President Trump's leadership. The event was held at the Penn Biden Center for Diplomacy and Global Engagement.

The former vice president spoke at the Munich conference after Pence, where he said the U.S. should not turn its back on its closest allies and should work to advance democracy, the rule of law and a free press. Biden told the international body that the America he sees "stands up to the aggression of dictators and against strongmen who rule by coercion, corruption and violence."
