Cases of coronavirus spiking across the U.S. raise alarm as states reopen

New York Governor Andrew Cuomo said Monday that  gatherings of up to 25 people will be allowed in parts of New York that have entered the third phase of the state's reopening plan. The second phase limit during the coronavirus pandemic had been 10 people.

Cuomo made the announcement as the state continued to see declining hospitalizations and positive tests. The governor announced an additional 27 deaths related to COVID-19.

Cuomo's update came a day after  he warned restaurant and bar owners after reports came in from across the state of large gatherings where people were ignoring social distancing and not wearing masks. On Monday, he urge local governments to remain vigilant

"We have months of data now that the guidelines makes sense: Keep following them," Cuomo said. "To the local governments I say, 'Do your job.'"
