WA Man Sentenced For 'Sadistic Coercion' Of Stillwater Teen

MINNEAPOLIS (WCCO) -- A Washington state man has been sentenced to nearly 30 years in prison for using social media to control a 13-year-old Stillwater girl, the Washington County Sheriff's Office announced Thursday.

Cheyenne Foster, 20, of Arlington, Washington was sentenced to 28 and two-thirds years for first-degree criminal sexual conduct in connection to the March 2015 incident, which the county attorney's office called "sadistic coercion" on the internet.

According to the criminal complaint, Foster ordered the girl to wear a collar and commanded her to follow his orders.

He called himself "Hero," and named his 13-year-old victim "Kitten," using the internet to influence and control the seventh grader. He even set up rules she was supposed to live by. Her parents discovered the rules by just walking into her room.

"They found taped to her bedroom door a list of rules that this alleged perpetrator had sent to this young girl and had compelled her to follow," Washington County Attorney Peter Orput said.

The complaint says Foster's rules were not only sexual in nature, they were centered around control.

From dictating that everything Hero says be taken as truth by Kitten to insisting Kitten never outright refuse a suggestion, the alleged online predator commanded the seventh grader to do whatever he asked, including strangling herself and performing other injurious acts on herself.

"It is gratifying that Foster will be behind bars for a significant period of time so that he cannot perpetrate similar coercive sexual relationships with young girls," Assistant County Attorney Imran Ali said.

The sexual activity took place in Washington County, so the County Attorney's office issued the complaint, even though Foster was in the State of Washington at all times during this period of time.
