ST. PAUL, Minn. (WCCO) -- It's a Minnesota tradition and it's designed for just the kind of weather we're experiencing this week.

The St. Paul Winter Carnival starts Thursday with several events going on at Rice Park in downtown St. Paul. It's labeled the "Coolest Celebration on Earth" and it's certainly living up to that this week with subzero temperatures and dangerously cold wind chills.
