St. Paul Man Charged For Keeping Teen Locked In Trailer For Sex

ST. PAUL, Minn. (WCCO) -- A St. Paul man is charged with holding a 15-year-old girl in a locked trailer, and engaging sexual activity with her.

The Ramsey County Attorney's Office charged Paul Isaac Carver, 34, with one count of third degree criminal sexual conduct, which carries a maximum sentence of 15 years in prison and a $30,000 fine.

According to the criminal complaint, police received a tip of a man engaging in sexual conduct with a minor on Hyacinth Avenue in St. Paul, where the young girl was said to be locked in a trailer next to the house. Investigators observed the location until they saw a man leave the trailer and secure it with a padlock.

Officers then conducted a welfare check inside the trailer, where they found a 15-year-old Columbia Heights girl who was previously reported as missing. According to the criminal complaint, the trailer had been set up for someone to live in, with a bed on the floor.

When questioned, the girl admitted to being in a sexual relationship with Carver. The girl's mother told police that the 15-year-old had met Carver two years ago at a Renaissance festival, and told her mother that they were in love. The girl was reported as missing on June 26, and the mother suspected her daughter ran away to be with Carver.

Carver was also convicted of false imprisonment in Ramsey County in 2007.
