Brooklyn Park Reaches $2.85M Settlement With Man Shot By Officer

MINNEAPOLIS (WCCO) -- The City of Brooklyn Park has reached a settlement with a man shot last year by a city police officer.

The city agreed to pay 23-year-old Shoua Yang $2.85 million. According to the lawsuit, Yang and some friends went to a Valentine's Day Party when a fight broke out. Officer Jason Chadbourne was among the officers who responded.

The suit says Chadbourne watched Yang and his friends get into a car and begin backing out of a parking spot. He then fired six shots into the car, hitting Yang three times.

Yang lost a kidney in the shooting.

His attorney told WCCO by phone that it has been a slow and painful process.

"We are happy with the terms of the settlement, but there's really no amount of money that's worth being shot three times by a police officer," lawyer Paul Dworak said.

The suit says that Chadbourne's squad car's dashboard camera and body microphone were turned off during the incident. The city's attorney says Chadbourne is on paid administrative leave pending an employment hearing.

The attorney says the city ultimately found it would be cheaper to settle and the money is covered by city insurance.
