TALLAHASSEE (CBSMiami/NSF) - Governor Rick Scott will hold a news conference Monday in Jacksonville to release his 2016-17 budget proposal, an initial step as lawmakers prepare to negotiate a spending plan early next year.

Scott has already made clear that he will push for large tax cuts next year and that he wants to create a $250 million fund for economic incentives. He also has said he will propose additional money for issues such as upgrading Florida Department of Law Enforcement crime labs and improving mental-health and substance-abuse services.

Lawmakers will consider Scott's budget proposals during the 2016 legislative session, which starts Jan. 12. The 2016-17 fiscal year starts July 1.
