Emergency officials said they found two bombs in Marrero's apartment but no signs of any blasts. They arrested him on a felony charge of possessing an explosive device.

A neighbor told CBS4 partner KKTV that Marrero said a few days ago he was making pipe bombs to get revenge on someone he knows.

Residents were forced out of their apartments for as much as seven hours until it was deemed safe to go back inside.

Marrero's arrest record includes driving offenses and an assault charge.
