Police said they were called to the apartment after reports of a man and woman fighting before 7 a.m. on May 20.

Dispatchers also reported hearing a physical fight going on between a man and a woman while on the call.

When police arrived they found the suspect's fiance, Janice Lewis, crying with a torn shirt. She was looking at her dying dog in the courtyard underneath the apartment balconies.

Lewis told police during the fight that her dog was frightened, curled up and cowering in the corner.

She claims that Williams grabbed the dog and took him out onto the balcony. No one saw him throw the dog but when he came back in the apartment the dog wasn't with him.

Williams is set to appear in court on July 21 for an arraignment.
