The council clarified the public nudity law to say women must be covered from the nipples down.

Any nudity from the waist down by any person over the age of 10 was never allowed. There is an exception for medical emergencies and changing areas.

Supporters of letting women go topless said it's about gender equality.

"We want to have topless equality in Fort Collins, so this way we can let women have … and the LGBTQIA community have the autonomy that men have any other day," said Brittiany Hoagland, who supports toplessness.
