"The victim was found by a passing motorist and emergency personnel were called to the scene at which time the individual was pronounced dead," police said in a statement.

The victim has been identified as John Jacoby, 48, a part-time park caretaker with the Town of Windsor. Police initially thought he was a victim of a hit-and-run but then discovered he had been shot twice.

At a news conference Monday evening police said they don't have a suspect and they're looking at all possibilities such as road rage, a random shooting, or if it's related to windows being shot out on Interstate 25. They don't have any witnesses.
