Amendment 74 Gets A Reality Check

DENVER (CBS4)- Despite Coloradans passing a ballot measure two years ago aimed at making it harder to change the state constitution, there are nine constitutional amendments on the 2018 ballot.

One of the most controversial is Amendment 74.

Opponents – including some of the state's top Democrats and Republicans - say it would bankrupt local governments.

Supporters say it would protect property rights.
