2 Accused In Fatal Street Racing Crash Formally Charged

ADAMS COUNTY, Colo. (CBS4) - Charges have been filed against two men in connection with a street racing crash that claimed the life of a 26-year-old woman.

David Felan, 28, and William Anthony Chicano IV, 34, face vehicular homicide charges in the death of Rachel Neiman.

"The charges allege that Felan and Chicano were street racing on Federal Boulevard and 54th Avenue in Adams County when Felan lost control of his vehicle, drove into oncoming traffic and crashed into Neiman's vehicle on Nov. 7," the 17th Judicial District Attorney's Office said in a statement.

Neiman and three of her passengers were hospitalized. Neiman later died from her injuries.

Felan, of Denver, has been charged with one count of vehicular homicide while driving under the influence of drugs or alcohol, one count of vehicular homicide, two counts of vehicular assault while driving under the influence, two counts of vehicular assault, two counts of DUI, and one count of engaging in a speed contest on a public highway.

Chicano, of Denver, is charged with one count of vehicular homicide, leaving the scene of an accident resulting in death, two counts of leaving the scene of an accident resulting in serious bodily injury, two counts of vehicular assault, and one count of engaging in a speed contest on a public highway.
