Video Appears To Show Downstate Police Officer Macing Two Handcuffed Teens

(CBS) -- Some disturbing video from downstate Illinois has surfaced and is now the subject of an investigation by state authorities.

The video from January shows two juveniles sitting in a holding area at the Alton Police Department.

The shocking part comes when an officer enters the room, has some words, and then takes out what looks like a pepper spray can and sprays both boys, one of them immediately twitching and shaking for several minutes.

"It's infuriating to me to see this officer coming in and spraying these kids who was handcuffed," said James Gray of the Alton NAACP.

"That issue will be thoroughly investigated by our internal affairs division and everything will be looked over before any type of discipline will be issued," said Alton Police Chief Jason Simmons.
The police chief says he's "extremely disappointed" the video was released to anyone outside the legal process.

The NAACP says it does not like the way the chief is running the department, and will recommend that he not be re-appointed.
