CHICAGO (CBS) -- Mayor Lori Lightfoot presented her budget plan for 2020 on Wednesday, her first budget address since she was elected earlier this year. The mayor said she's not relying on a property tax hike to eliminate an $838 million deficit, but does need help from Springfield.
