Chicago Police Supt. Questions Takedown Of Suspect, Releases Video

(CBS) –Chicago Police Supt. Eddie Johnson ordered a five-year-old case reopened after he viewed dashcam video in which police officers took down a female suspect, officials said.

Two officers have been stripped of their police powers pending the outcome of an independent review.

According to police, the case concerns a police chase of a suspected female robber on the West Side of Chicago. Two convicted felons were involved in an armed robbery spree that ended with the suspects attempting to run over police.

The dashcam video from May 25, 2011 shows suspect Tiffani Jacobs stepping out of a car with her hands up. Chicago police officers quickly approach with guns drawn. One officer appears to grab her by the hair and throw her to ground.

There's a scuffle and more squad cars pull up before Jacobs is handcuffed and taken into custody.

Officers listed Tasers as weapons used. Those same officers reported that Jacobs "refused to show hands to officer," though you can see her hands up before she is thrown to the ground in the video.

According to police records the civilian vehicle belonged to Jacobs, who was also in the car during the chase. We do not see it on the dash cam video, but during the chase, police say the suspect was shot by an officer.

In addition to this case, Chicago police say Supt. Johnson is now reviewing several internal affairs and cases that have gone through the Independent Police Review Authority.
