Chicago signed defensive lineman David Carter to a one-year contract and signed receiver AJ Cruz to a three-year deal.

Carter played in 35 games, making four starts, over three seasons with the Cardinals (2011-'12) and Cowboys (2013). He has 30 tackles and one sack in his career. Arizona originally drafted him in the sixth round in 2011.

Cruz spent the last two seasons playing in the AFL with the LA Kiss (2014) and Arizona Rattlers (2015). He also has experience as a kick returner.

The Bears also waived linebacker Jonathan Brown on Tuesday.
