The two most recent U.S. wars demonstrated this, pitting our nation against "nonstate actors," as Professor Amos Guiora calls the terrorist groups we are still fighting thousands of miles away from home. How does this shift in the makeup of war affect the strategy of war? What should the United States' goal be when fighting one of these amorphous groups?
