Police say around 9:30 a.m., an armed man with two knives was threatening people which prompted the 911 call.

Prosecutors say the suspect refused to obey officers even after one fired a taser and another fired two shots, which all missed the man.

A third officer then fired after the man moved towards another officer, striking him.

He survived and it was later determined he was having a mental episode.
