Retired Carroll County Teacher Accused Of Soliciting Minors For Sex

MANCHESTER, Md. (WJZ)--A summer camp employee and former Carroll County teacher is accused of trying to purchase two teen boys for sex.

The suspect has been identified as 58-year-old Charles David Beaver, of Manchester. He told detectives that he works by the Jewish Community Center as an aquatics instructor and is in charge of the summer camp for children pre-k through third grade. Evidence was also discovered that he had been a soccer coach and is a retired Carroll County school teacher.

Representatives for the JCC have released this statement in regards to the matter:

"We regret to share with you that this afternoon we were informed by the Baltimore County police that Charles Beaver, an employee in our aquatics department, was arrested and charged with sexual solicitation of a minor and related charges stemming from an internet sting operation conducted by Baltimore County authorities. Our understanding is that the "victim" was an undercover detective posing as a 15-year old boy.

"We are deeply disturbed and concerned and intend to fully cooperate with the authorities in their investigation of Mr. Beaver. Mr. Beaver has been terminated from the JCC effective immediately.

"The safety of all our members and guests is of the utmost importance and concern to the JCC. To this end, we utilize a professional agency to conduct a rigorous background investigation on all prospective JCC employees as a prerequisite to their employment. This process includes fingerprinting and a search of the Criminal Justice Information System."

On July 15, detectives from the Crimes Against Children Unit received information that Beaver wanted to purchase a 16-year-old boy and 15-year-old boy for sex.

A detective assumed an undercover identity, posed as a pimp and began online communication with the Beaver. During an online conversation, the detective also posed as a 15-year-old boy. Beaver indicated in that conversation that he wanted to engage in a sexual act with the boy.

The undercover detective told Beaver that he could meet the boys in a room at a Baltimore County hotel. When the Beaver arrived at the room, he knocked on the door and it was answered by an undercover investigator.

Beaver was then taken into custody.

He has been charged with sexual solicitation of a minor and related charges, and is being held at the Baltimore County Detention Center on $100,000 bail.
