Man involved in foster care programs arrested for child sex crimes in Baltimore County

BALTIMORE - A 43-year-old man who had been active in numerous foster care programs was charged with sex crimes with minors in Baltimore County.

Keith H. Savage was arrested and has been charged with second-degree rape, sexual abuse of a minor, child pornography and other sexual offense charges.

He was granted bail and is on home detention, according to Baltimore County police.

In charging documents obtained by WJZ Monday, detectives detail that Savage's arrest stems from a teen in his care who ran away from home and spoke to a therapist about the alleged abuse, charging documents detail.

Baltimore County detectives confirm the victim was in Savage's home for 10 days in September.

Soon after, the teen told investigators the sexual abuse began.

Detectives also said child pornography was found in Savage's possession, which was made with two other minors once in his care.

In July of that same year, the suspect's husband at the time reported to police that Savage abused foster children in the home during a domestic dispute. Charging documents show that the case was "unsubstantiated at the time."

WJZ attempted to contact Savage for comment at his home in Baltimore County and by phone but did not receive a response.

Officers are looking for any additional victims that may have been in his care.
