The shooting occurred about 7 p.m. Tuesday on the third level of the garage. Officers say 20-year-old Eric Melgar of Silver Spring died at a hospital after being shot.

Nineteen-year-old Douglas S. Chase of Washington and 18-year-old Brent D. Sanderson of Rockville were arrested and charged in the slaying. They are being held without bond.
